Introduction 活動簡介
This webinar delves into the rapidly evolving landscape of outsourcing recruitment systems and human trafficking within the labor supply chain, highlighting the recent cases of scamming operations in Southeast Asian countries, including Cambodia, Indonesia, the Philippines, Thailand, Myanmar, and Taiwan. These illicit activities suggest pervasive corruption among senior officials and involve transnational recruitment networks linking local businesspeople with organized crime. The stark reality of violence and labor exploitation represents a disturbing trend. The session aims to explore how advancements in cyber connectivity and data mining operations have facilitated new methods of human trafficking and severe forms of forced labor, and to consider the extent to which these illegal activities are conducted within legally ambiguous zones.
本場活動將深入探討快速演變的勞力供應鏈的外包聘僱制度和人口販運問題,重點關注最近在台灣和柬埔寨、印尼、菲律賓、泰國、緬甸等東南亞國家發生的詐騙案件。這些非法活動反映出了各國法律的漏洞,高層官員與地方機構之間的普遍腐敗,跨國聘雇網絡,以及各地企業集團與組織犯罪幫派之間的聯繫。極端暴力與強迫勞動的嚴酷現實朝著令人不安的趨勢發展。本次活動將是一系列工作坊的起點,結合各地學者、獨立媒體以及非政府組織團體,共同思考21世紀不斷更新而四通八達的網路科技與數據平台,如何助長了自古存在的人口販運和強迫勞動,發展出新的形式與技術,並分析這些非法活動如何在法律模糊地帶肆意滋生的現象。

SPEAKER’S BIO 講者簡介
Alicia Chen is an award-winning journalist specializing in forced migration, forced labor and human rights. Her work appears in The Washington Post, The Guardian, Al Jazeera, Radio Free Asia and other publications. In 2022, she and her team at The Reporter, an independent investigative news organization in Taiwan, dedicated weeks to interviewing a group of Taiwanese survivors who had managed to escape from scam compounds after falling victim to trafficking in Cambodia. The investigation, shortlisted for the Excellent Journalist Award 2023, unveiled a swiftly emerging human trafficking network that intricately connects Taiwanese gangs, Chinese financial backers, and Cambodian fraud groups. Alicia is currently based in Taiwan, and she has reported from countries such as Lebanon, Colombia and Ukraine. During 2017-2018, she was embedded with an NGO focused on combating human trafficking in Cambodia.
Mina Chiang is the Founder and Director of Humanity Research Consultancy (HRC). HRC is an award-winning, UK-based social enterprise revolutionising the fight against modern slavery and human trafficking. With research experience in modern slavery, forced labour, and human rights issues across a wide range of UN bodies, governments and NGOs, Mina is a sought-after expert, especially for her expertise in countering forced labour in the scamming compounds in Southeast Asia and forced labour in the fishing industry. Mina has been interviewed by over 20 media, including CNN and VICE. With a background in international development, Mina has consulted in some of the world’s poorest and most conflict-affected countries. Mina is a peer review college at the UK Modern Slavery and Human Rights Policy and Evidence Centre."
Jorge Villamor TIGNO is a professor at the Department of Political Science at the University of the Philippines in Diliman where he has been teaching since 1989. Prof. Tigno has published in numerous journals and has authored, co-authored, and edited several publications including an edited book on twentieth century Philippine political thinkers published by UP Press in 2018. He has written on issues pertaining to Philippine overseas labor migration, elections and political parties, local governance, and civil society. His latest publication is a co-authored article (with Geoffrey Ducanes and Steve Rood) in the Philippine Political Science Journal that examines the factors that can explain the persistent popularity of former president Rodrigo Duterte.
Jean Encinas-Franco is a professor and current Assistant Chair of the Department of Political Science. She has written journal articles and book chapters on issues relating to gender and politics and gender and international migration from the Philippines. Her latest publication is on the overseas deployment ban on Filipino nurses at the height of the COVID-19 pandemic.
Daniel Awigra is the Executive Director of Indonesia’s NGO Coalition for International Human Rights Advocacy (HRWG), Co-chair of ACSC/APF 2023, and Co-Founder of Better Engagement Between East and Southeast Asia (BEBESEA).
