課程宗旨 Objectives

課程概述與目標:
這門課探討21世紀的殖民性以及資本主義之間的關聯。
關於殖民性,我們並不是指19世紀到20世紀帝國擴張而造成的殖民地治理模式,而是指帶有殖民性的不平等權力結構,以及這種權力結構如何透過認識論、論述、教育、機構、法律而滲透於社會的各個層面,甚至造成了內部殖民的狀態。
內部殖民,是指國家中一部分的人佔據了權力集中的位置,分配資源,另一部分的人民卻無法自主而平等地參與社會。內部殖民發生於前殖民時期,也發生於後殖民時期,這些都是值得追問的問題。這門課的問題起點是,為何宣稱主權屬於全體人民以及法律之前人人平等的現代國家,卻時常出現透過體制性操作,而造成內部邊界分化與排除的不平等公民。這門課的第二個問題,則是21世紀資本主義如何成就了權力集中而享有法律優勢的新階級。
哈伯馬斯(Jürgen Habermas)曾經指出,資本主義現代化的過程中,功能理性高度發展,過度依賴經濟制度以及國家管理,以致於機構化與自動化的官僚系統反轉過來,使生命世界邊緣化,也使得人在社會中被系統性地物化與片面化,失去了自主的能力。哈伯馬斯以系統性「內部殖民」(internal colonization)來描述這個現象。然而,系統性的內部殖民不僅發生於機構化與自動化的官僚治理,或是人在系統中被物化與片面化,而更會發生於法律制度下被合理化的不平等公民,以及以非人的方式對待非公民。21世紀快速發展的科技技術與資本集中,導致大量移動人口以及身分的移動,更加速了各地社會內部殖民的現象。
面對21世紀的殖民性,我們要如何思考解殖方案?
這門課將帶領學生一起思考以下幾個關鍵問題:
1. 何謂殖民性?
2. 壓迫性的殖民性治理與法律模式:種族主義、公民政治、邊界劃分、無國籍者、無分之分
3. 資本操作:勞力剝削、物流與基礎建設、跨國平台
4. 解殖方案:認識論解殖、藝術解殖、教育解殖
我歡迎學生帶著自己的研究計畫加入這門課,一起閱讀代表性的理論著作與案例;我也鼓勵學生進行各種解殖方案的實驗,包括思想性的理論推展、藝術形式的創作解殖、以及教育課綱的解殖。
這門課也將會是協助同學們銜接2023年8月份本校ICCS主辦國際文化研究協會(Association for Cultural Studies)夏日學校活動 De-Colonization in the 21st Century的橋樑:https://acsi2023.web.nycu.edu.tw/

This course aims to study the intersections between coloniality and the operation of capitalism.
Coloniality is not just a question of military occupation and political domination during a specific historical period but the oppressive system that separates one part of the population, depriving them of their autonomy and equality in the same society. Jürgen Habermas once criticized the overdeveloped rationalization and bureaucratic administration in the 20th century. He suggested that the implementation of institutional subsystems and bureaucratic controls augmented the internal expropriations and conflicts to the extent that some parts of the people in the same society were exploited, excluded, and could not enjoy equal opportunities to actualize their capacities.
For us, internal colonization happened in the pre-colonial era as well as the post-colonial era. We want to focus on why, in the 21st century, we have witnessed the augmentation of internal colonization and how the hierarchy of power relations is imposed upon local societies through political, economic, and cultural infrastructures, depriving people of equal and autonomous participation in the same community.
The core issues for this course are the following questions:
1. What is coloniality?
2. The nature of oppressive colonial governmentality and juridical mode: racialism, citizen politics, border politics, the part-of-no-part, statelessness
3. The operation of capital: labor extraction, logistics, infrastructure, transnational platformization
4. Project of decolonization: Epistemic decolonization, artistic decolonization, curricular decolonization
I welcome students to join this class with their projects, reading and discussing representative theoretical texts and case studies. I also encourage students to experiment with various forms of decolonization, including thought decolonization, artistic decolonization, and curricular decolonization.

NB. I'll finalize my syllabus by the end of January. If you plan to take this course, please write to me and let me know your research interest and problematics, indicating what key concepts, thinkers, or cases you would like to work on, and I'll incorporate your concerns into my syllabus.

Homework and Evaluation
閱讀份量:碩士班一年級以一篇為原則,碩士班二年級同學兩篇,博士班同學建議三篇。
Reading Assignment: One item for first-year MA students, Two items for second-year MA students, and three items and above for Ph.D. students
作業說明
(1)上課前完成指定閱讀材料。
(2)參與課堂討論。
(3)輪流帶領文章導讀,15分鐘PPT,並提供可以豐富課堂討論的相關問題或是材料。
(4)每三週繳交一份綜合性閱讀札記。2頁 (1000-1500 字) 。根據議題,自訂討論問題以及題目。必須採用APA或是Chicago的格式。
(5)期末報告。 英文4000-6000 字;中文6000-8000字。採用APA或是Chicago的格式。

Assignments
A. Students are expected to
(1) complete all required readings before class,
(2) participate in the discussion
(3) take turns to lead and facilitate discussion in the class
(4) submit four tri-weekly two-page journals (1000-1500 words) on the issues that concern or interest them
(5) a final term paper (ranging from 4000-6000 words in English, and 6000-8000 words in Chinese).

我鼓勵同學們藉由課堂引言的機會,形成小型研究群,交換閱讀心得以及研究計畫的想法。引言時,可以提供其他有助於討論的材料或是影音資訊。
B. Students can form study groups (4-5 people per group) for the presentation to lead discussions. The group in charge of the report is expected to present with PPT and provide additional materials on current conditions, artistic works, and film clips to facilitate the discussion. Cases of students’ home countries are especially welcome.
期末報告可以挑選靠近自己研究計畫的面向切入,作為碩博士論文提案的試做版本,或是一個章節。博士班同學的報告篇幅可以不限於課堂建議的字數。我建議同學們在學期初就開始構想可能的研究題目方向,隨著課堂閱讀的進度,收集資料,並在第十週前後和我討論期末報告的題目。本學期第15週與16週,將會舉行期末報告論壇,以供同學們展現研究心得。
C. The final paper should be a research paper (ranging from 4000-6000 words in English and 6000-8000 words in Chinese) on a chosen topic related to their research projects. I expect doctoral students to submit a more extensive paper. The final term paper can be a continuation or an extension of the reading journal. Therefore, it is strongly encouraged that students start to conceive the topic of their final project from the beginning of this course. Titles and thesis statements should be submitted by the 10th week after individual conferences with the instructor. We will arrange oral presentations in the form of a colloquium in the 15th and 16th week, and the final revised paper will be due two weeks after the oral presentation.
