中國數位絲綢之路與晶片導向地緣政治:臺印視角出發的批判分析研究

簡介
數位絲綢之路中國「一帶一路」倡議的一部分,包括許多數字基礎設施項目,旨在增強印度-太平洋地區的連通性和數字合作,目的在全球擴展其數位化影響力,引發印度等國家對技術依賴、安全風險和戰略競爭的擔憂。本研究結合跨學科學者,邀請來自印度和台灣的文化研究、政治科學、安全研究、媒體研究、移民研究和後殖民學者加入,一起探討中國數字絲綢之路及其對印度-太平洋地區的影響的問題,尤其是印度和台灣。本研究從四個相關的維度考察中國的數位絲綢之路和晶片地緣政治的相關問題:1)基於供應鏈的晶片地緣政治和經濟問題,考察印度和台灣半導體行業之間的合作如何減輕這些擔憂並增強印度的技術主權和韌性;2)由印度和台灣之間的“晶片”友誼引發的勞工遷移;3)網絡安全和數字基礎設施,考察中國的數字絲綢之路倡議如何改變印度的技術格局,具體表現為技術依賴和安全挑戰;4)對數位導向的新世界秩序理論的思考。

With a background in technological innovation and geopolitical analysis, Prof. Mukherjee's role will focus on assessing technological advancements, geopolitical implications, and strategic recommendations for fostering successful Indo-Taiwan semiconductor partnerships.

- Pranab Kumar Das, Associate Professor of Economics, The Centre of Studies in Social Sciences (CSSSC-India), Kolkata, India. As a seasoned researcher with expertise in supply chain dynamics and economic analysis, Prof. Das will lead the investigation into supply chain interdependence, economic impacts, and policy implications of Indo-Taiwan collaboration in the semiconductor industry.

- Maidul Islam, Assistant Professor of Political Science, The Centre for Studies in Social Sciences (CSSSC-India), Kolkata, India. Maidul Islam contributes expertise in political economy and geopolitics to analyze economic issues and chip-based geopolitics in Indo-Taiwan collaboration. His role involves formulating policy recommendations, data analysis, and collaboration with other researchers.

- Poonam Sharma (ICCS-Taiwan) Post-doc Researcher, the International Center for Cultural Studies, National Yang Ming Chiao Tung University, Taiwan. With a focus on migration studies and socio-economic exchanges. She will investigate the impact of the India-Taiwan memorandum of understanding (MoU) on labor migration and mobility stimulated by the 'Chip' friendship between the two nations. She will conduct interviews, surveys, and case studies to explore the dynamics of labor migration, employment patterns, and the socio-economic benefits of increased collaboration between India and Taiwan. Poonam's research will shed light on the human aspects of Indo-Taiwan economic relations and contribute to understanding the broader implications of digital Silk Road initiatives and China's reaction on India-Taiwan Relations.

- Monika Verma (ICCS-Taiwan) Post-doc Researcher, the International Center for Cultural Studies, National Yang Ming Chiao Tung University, Taiwan. Leveraging her expertise in international relations and defense and strategic studies, Monika will spearhead the research on India's dependency on China's Digital Silk Road and its implications for national security She will conduct extensive data analysis, literature reviews, and stakeholder consultations to understand the cybersecurity challenges and strategic risks posed by this dependency. Monika's research will provide critical insights into safeguarding India's digital sovereignty and resilience against external threats.
