Synopsis
Critical minerals are at the heart of today’s global policy debates. They underpin advanced technologies essential for clean energy transitions, semiconductor production, defense systems, and the digital economy.
This talk examines the law and geopolitics of technology through the lens of critical minerals and their supply chains. It will address regulatory, diplomatic, and industrial policy challenges in mineral extraction, processing, trade, and strategic dependency.
We will explore how states, firms, and international institutions are responding to mounting concerns over resource security and global competition—and consider pathways toward a more resilient, secure, sustainable, and equitable future.

💬David Socol
Assistant Professor, Hitotsubashi University, Japan 
Prof. David U. Socol de la Osa’s work explores the intersection of law, technology, and global governance, with particular emphasis on critical minerals and supply chains, renewable energy transitions, and the regulation of disruptive technologies. His scholarship addresses how legal frameworks, corporate governance, and international institutions respond to challenges in sustainability, resource security, and innovation-driven industries.
